I havent tested option 2 but it should work.

Sims 2 clean neighborhoods. Browse the folder in my documentsea gamesthe sims 2neighborhoodsn004characters if this is your first custom neighborhood it will be n004if the folder is not empty then you did the steps wrong and will have to repeat it all over again.
